But hereâs the mystery how could that have worked? Archaeologists have found no evidence of large-scale plumbing or waterproofing strong enough to hold millions of gallons of water. The substructure we see today the hypogeum of tunnels and lifts wasnât even built until years later. So were these epic sea battles real, or just imperial propaganda â exaggerated tales meant to glorify Romeâs engineering and Titusâs reign? The truth is still debated.
